一、本活動目的：

鼓勵移工建立正當休閒運動習慣，提升產業競爭力，促進勞資和諧外，並增進各國移工與國人互動交流機會，創造中部縣市更多互動合作之機會。

二、主辦單位：臺中市政府勞工局

三、承辦單位：CSL中華民國大專院校系際運動聯盟

四、比賽日期：106年10月29日(星期日)

五、比賽地點：臺中市立安和國中(臺中市西屯區天助街1號)

六、比賽項目：3對3籃球、11人制足球

A. 足球比賽規則

• 比賽隊伍：足球組共8隊。（以報名足球或籃球一個項目為限，不得重複報名）
• 每隊上場球員最多不能超過11人，其中有1人是守門員，任何一隊少於7人，不可開始比賽。
• 正式比賽，每隊可替換球員3人。
• 在替換球員前應先通知裁判，替補球員應等到替補的球員已離開球場，並得到裁判的許可信號，才能進入球場，又替補球員應在球賽暫停時，由中線處進入球場及已被替補的球員，就不能再參加該場比賽。
• 正式比賽時間為相等的兩個15分鐘，半場休息時間不得超過5分鐘。
• 比賽開始時，以擲硬幣或猜拳得勝的一隊，決定上半場攻哪一個球門。下半場兩隊應該換場區，由上半場開球隊的對方對球員進行開球。
• 當整個球體已越過兩球門柱之前及橫木以下的球門線，而進球的球隊在進球前沒有犯規行為則算進球；在比賽時間內，進球數最多的一隊應為勝隊，如果雙方都未進球或進球數相等則為何局，和局以踢12碼球決勝負。

B. 籃球比賽規則

• 比賽隊伍：籃球組共32隊。（以報名足球或籃球一個項目為限，不得重複報名）
• 每隊限報名4人，其中1人為隊長。若因受傷則候補一人出賽，不足3人時則停止比賽，由對隊獲勝。
• 每場比賽時間為10分鐘，任何死球均不停表（最後1分鐘除外）
• 比賽時間內先得15分者為勝隊。若比賽時間內兩隊均未得15分，則得分領先者為勝隊。
• 比賽時間終了，若兩隊得分相同，由兩隊所有球員各罰一球一定勝負，若人同分，兩隊球員交互罰球，已領先一球者為勝隊。
• 得分判定：罰球中籃算一分，投球中籃算2分，3分線外投中算3分。
• 每場比賽每隊可暫停1次，暫停時間為1分鐘，暫停時間不停錶（比賽最後1分鐘除外）
• 投籃者犯規，或全隊犯規達4次（含）以上時。由對隊進行2次罰球（三分投籃罰三球）
• 發球時必須由對方給球，發球者雙足立於三分線外，球必須傳出，不得自行投籃及切入。
• 抄截獲球、防守隊搶得籃板時，球必須回到三分線外重新進攻；罰球時最後一球發中，進攻隊獲勝，可繼續進攻；防守隊必須回到三分線外重新進攻。

七、獎勵

足球第一至第四名、籃球第一至第四名及最佳團隊獎、足球MVP、籃球MVP。得獎者頒發獎座及獎金。

八、罰則

1.比賽期間如有選手互毆或侮辱裁判等事件發生時，則取消該名選手資格。

2.賽後如有隊員資料經質疑而查有實據，得取消該隊名次並追回獎勵品。

九、雨天備案

1.    若活動前一日有下大雨，且中央氣象局天氣預報顯示星期日也是下雨的狀況，則於星期六下午與臺中市政府勞工局確認是否延期；若確定延期會馬上用電話通知各隊領隊，若沒有延期則照常比賽。

2.    活動當日如因大雨造成場地溼滑導致無法讓選手在安全無虞的情況下比賽，則取消當下的比賽。如雨勢有趨緩或停止的情況則由裁判來判定場地是否能繼續比賽，可以的話則依照賽程繼續比賽，前面因雨延賽的部分則視情況進行補賽或是擲硬幣決定勝隊；如裁判判定場地無法繼續比賽則取消後續賽程。

如籃球賽進行到八強賽，足球賽進行到四強賽因雨勢太大無法進行比賽且無法補賽狀況下則不適用擲硬幣決定勝隊，改由各隊並列同一名次，比賽獎金則由獎金總額平分發給各隊。

十、申訴

1.比賽爭議如規則上有明文規定及有同等意義之解釋者，以裁判判決為最終判決，不得提出抗議。

2.關於選手資格之查驗，請各隊上網檢視所有參賽選手名單，有疑慮者若於比賽現場需查驗證件，應於比賽開賽前提出；對場上運動員資格提出抗議，需在該場比賽結束前提出，否則不予受理。

3.若經查明場上有球員不符合選手資格，則該隊伍該場比賽沒收。

十三、大會保留更改章程之權利，本規程如有未盡事宜，得修改核備後公佈之。

十四、本活動提供有意願參與之民眾復康巴士接駁。

一、Mục đích hoạt động：

Ngoài việc nhằm cổ vũ, khích lệ lao động nước ngoài có thói quen thể dục thể thao, giải trí lành mạnh, nâng cao tinh thần phấn đấu trong công việc, thúc đẩy mối quan hệ hài hòa giữa chủ thuê và lao động ra, càng làm tăng cơ hội gặp gỡ, giao lưu và trao đổi giữa lao động nước ngoài và người Đài, tạo lập thêm nhiều cơ hội hợp tác giữa các tỉnh, thành phố thuộc miền Trung Đài Loan.

八、Phiếu ăn

1.Người đăng ký và đến tham gia hoạt động sẽ được phát 1 phiếu đổi đồ,

dùng phiếu đó để đổi lấy đồ ăn, nếu phiếu bị mất sẽ không phát lại.

2.Phát nước lọc khi đến điểm danh, sau đó cầm vỏ chai nước đã uống hết nước mang đến quầy phục vụ để đổi lấy chai nước khác.

九、Quy tắc thi đấu

Ａ、Quy tắc thi đấu bóng đá

1    Đội thi đấu : Bóng đá gồm 8 đội ( chỉ được đăng ký 1 hạng mục bóng đá hoặc bóng rổ, không được đăng ký trùng lặp )

2    Số cầu thủ mỗi trận ra sân đấu nhiều nhất không được vượt quá 11 người, trong đó có 1 người là thủ môn, số cầu thủ ra sân của 1 trong 2 đội nếu ít hơn 7 người thì không thể bắt đầu trận đấu

3    Trong trận đấu mỗi đội có thể được thay 3 cầu thủ

4    Trước khi thay người cần phải thông báo cho trọng tài, cầu thủ thay thế cần phải đợi cầu thủ trên sân rời khỏi sân bóng và nhận được tín hiệu đồng ý của trọng tài thì mới được vào sân, cầu thủ thay thế vào sân khi trận đấu đã được tạm dừng và vào sân từ giữa đường biên, cầu thủ bị thay thế thì không được tham gia trận đấu này nữa

5    Thời gian thi đấu mỗi hiệp là 15 phút, nghỉ giải lao giữa hiệp không được vượt quá 5 phút

6    Khi mở màn trận đấu, dùng hình thức tung đồng xu hoặc oẳn tù tì đội nào thắng sẽ quyết định sân bóng của hiệp 1, sang hiệp 2 thì 2 đội đổi sân bóng và do cầu thủ đội đối phương phát bóng

7    Khi cả quả bóng đã vượt qua trước 2 cột dọc và qua vạch cầu môn dưới xà ngang và nằm gọn trong lưới, và cầu thủ ghi bàn ở trước vạch khung thành không phạm quy thì sẽ được tính là sút bóng vào; trong suốt thời gian thi đấu, đội sút bóng vào càng nhiều thì sẽ giành chiến thắng, nếu hai bên đều không ghi bàn hoặc số lần sút bóng vào bằng nhau thì sẽ hòa, khi hòa thì 2 đội sẽ đá penalty để phân thắng bại

Ｂ、Quy tắc thi đấu bóng rổ

1     Đội thi đấu : Bóng rổ gồm 32 đội ( chỉ được đăng ký 1 hạng mục bóng đá hoặc bóng rổ, không được đăng ký trùng lặp )

2      Số người mỗi đội chỉ được giới hạn 4 người, trong đó 1 người làm đội trưởng. Nếu do bị thương thì thay 1 người dự bị vào sân, khi không đủ 3 người thi đấu thì dừng trận đấu, đội đối phương sẽ giành chiến thắng

3      Thời gian 1 trận đấu là 10 phút, thời gian bóng chết vẫn tính vào giờ thi đấu (nhưng ngoại trừ 1 phút cuối cùng)

4      Trong thời gian thi đấu đội nào ghi được trước 15 điểm sẽ là đội chiến thắng. Nếu trong suốt thời gian thi đấu cả hai đội đều không đạt được 15 điểm thì đội nào ghi điểm trước sẽ là đội chiến thắng

5      Khi kết thúc thời gian thi đấu, nếu 2 đội ghi điểm bằng nhau thì do tất cả mỗi cầu thủ của 2 đội ném 1 quả bóng phạt quyết định thắng bại; nếu hai bên vẫn hòa thì do cầu thủ hai bên ném phạt, đội nào ném bóng vào trước 1 quả sẽ là đội chiến thắng

6      Cách tính điểm : Bóng trên vạch ném phạt ném vào rổ ghi 1 điểm, từ khu vực 2 điểm ném bóng vào rổ ghi 2 điểm, từ ngoài vòng tròn (khu 3 giây) ném bóng trúng vào rổ ghi 3 điểm

7      Mỗi trận đấu mỗi đội được xin tạm dừng 1 lần, thời gian tạm dừng là 1 phút, thời gian tạm dừng vẫn tính vào thời gian thi đấu (nhưng ngoại trừ 1 phút cuối cùng)

8      Khi cầu thủ ném bóng phạm lỗi hoặc cả đội phạm lỗi từ 4 lần trở lên, thì do đội đối phương tiến hành ném bóng phạt 2 lần, ( ở khu vực 3 điểm ném 3 quả bóng phạt)

9      Khi phát bóng do đối phương chuyền bóng cho người phát bóng và người phát bóng cần phải đứng ở ngoài khu vòng tròn (khu 3 giây), sau đó bóng bắt buộc phải phát đi không được tự ý giữ bóng và ném bóng vào rổ

10   Khi cướp được bóng, cầu thủ phòng thủ cướp lại được bóng trên bảng rổ, bóng cần phải quay lại bên ngoài vòng tròn (khu 3 giây) để tấn công lại, khi phạt bóng quả phạt cuối cùng ném trúng, đội tấn công sẽ giành chiến thắng và có thể tiếp tục tiến công; đội phòng thủ cần phải quay trở lại bên ngoài vòng tròn để tấn công lại

十一、 Điều cần chú ý

1      Để giữ gìn, bảo vệ môi trường thưởng thức trận đấu và để tránh làm hỏng đường chạy và mặt sân đấu, nghiêm cấm đi giầy đinh và giầy cao gót vào sân đấu

2      Cầu thủ tham gia thi đấu cần phô tô chuẩn bị trước thẻ cư trú, hộ chiếu hoặc thẻ khám bệnh để đối chiếu hồ sơ cá nhân

4      Người đăng ký tham gia thi đấu tại chỗ cần dựa theo trình tự nhóm đăng ký để thi đấu, trong khi trận đấu đang tiến hành ban tổ chức gọi tên đến 3 lần mà vẫn không ra sân thi đấu thì đồng nghĩa với việc từ bỏ cuộc thi

5     Đơn vị tổ chức được quyền quay phim, ghi âm, phát chiếu công khai suốt trận đấu, mà cầu thủ dự thi không được có ý kiến phản đối.

6      Sau khi đăng ký dự thì, nên tuân thủ theo quy định thi đấu, và phải nghe theo kết quả nghị quyết của ban giám khảo cuộc thi lần này mà không được phản đối với bất kỳ lý do gì

7      Nếu hôm diễn ra thi đấu gặp thời tiết bất thường hoặc nhân tố bất khả kháng khiến cho không thể tiến hành thi đấu được, thì ban tổ chức sẽ thông báo sau

8      Cầu thủ cần phải mặc áo thể thao, quần thể thao ngắn/dài và đi giầy thể thao, để đảm bảo an toàn trong trận đấu nghiêm cấm không được đi chân đất thi đấu

9      Trong khi thi đấu nên đi loại tất dài được làm từ loại vật liệu phù hợp và có tác dụng bảo vệ để bảo vệ bắp chân

10   Cầu thủ không được đeo, mặc những vật phẩm có hại cho bản thân hoặc gây nguy hiểm cho các cầu thủ khác ( bao gồm đồ trang sức)

11   Không được tự ý dùng sơn vẽ, đánh dấu ký hiệu trên sân đấu, và để tránh vì do thi hành nhiệm vụ mà làm hỏng đường chạy và bề mặt sân đấu, nghiêm cấm mang những dụng cụ hoặc vật phẩm phi thể thao vào sân đấu

12   Để tránh sân vận động bị bẩn và bị hỏng nghiêm cấm mang pháo, kẹo cao su, rượu, thuốc là và trầu cau vào trong sân vận động

13   Người sử dụng có nghĩa vụ giữ gìn vệ sinh sạch sẽ, nếu có tình trạng làm hỏng hóc đồ đạc, mặt sân bóng, thiết bị cứu hỏa hoặc gây thương tích cho người khác thì sẽ phải chịu trách nhiệm bồi thường thiệt hại

十二、Khiếu nại

1 Nếu có tranh chấp trong khi thi đấu mà trong quy định đã có quy định rõ ràng và có giải thích ý nghĩa tương tự, thì lấy quyết định của trọng tài làm quyết định cuối cùng mà không được có ý kiến phản đối nào khác

2 Đối với việc xét duyệt tư cách tham gia thi đấu của cầu thủ, mời các đội lên mạng kiểm tra tất cả danh sách cầu thủ các đội tham gia thi đấu, người bị nghi vấn sẽ bị kiểm tra giấy tờ cá nhân tại hiện trường thi đấu, và nên phản ánh trước trận đấu; nếu phản đối tư cách thi đấu của các cầu thủ trên sân đấu thì nên đưa ra ý kiến trước khi kết thúc trận đấu, nếu không thì sẽ không tiếp nhận xử lý vụ khiếu nại đó

3 Nếu thông qua kiểm tra, xác minh cầu thủ trên sân đấu không đủ tư cách, thì sẽ tước bỏ quyền thi đấu của đội thi đấu trong trận đấu đó

十三、Dự thảo nếu trời mưa

1      Nếu trước ngày thi đấu 1 ngày có mưa lớn, và thông qua trung tâm dự báo thời tiết trung ương dự báo là chủ nhật có mưa thì vào chiều thứ 7 trước đó sẽ bàn bạc và xác nhận lại với sở Lao động Đài Trung xem có hoãn đổi lịch không; nếu chắc chắn hoãn đổi lịch thì sẽ điện thoại thông báo cho các đội tham gia thi đấu, nếu không hoãn lịch thì vẫn thi đấu theo lịch đã sắp xếp

2      Nếu trong ngày thi đấu hôm đó do mưa lớn làm cho mặt sân bóng trơn ướt dẫn đến cầu thủ không thể thi đấu một cách an toàn được, thì sẽ hủy trận đấu khi đó. Nếu mưa ngớt hoặc tạnh mưa thì do trọng tài quyết định hiện trường có thể tiếp tục thi đấu được không, nếu tiếp tục thi đấu được thì dựa theo lịch trình thi đấu đã sắp xếp để tiếp tục thi đấu, phần thi đấu trước đó bị hoãn do mưa thì dựa vào tình hình cụ thể thi đấu bù hoặc tung đồng xu phân thắng bại, nếu trọng tài nhận định sân đấu không thế tiếp tục thi đấu thì sẽ hủy bỏ các trận đấu sau

3      Nếu bóng rổ đã thi đấu đến vòng tứ kết, bóng đá thi đấu đến vòng bán kết mà do mưa quá lớn không thể tiếp tục tiến hành thi đấu và cũng không thể đấu bù thì sẽ không dùng phương thức tung đồng xu để phân thắng bại, mà đổi thành các đội đạt giải đồng hạng, tiền thưởng sẽ lấy từ tổng số tiền thưởng chia đều cho các đội

一、Tujuan acara:Mendorong pekerja imigran untuk membentuk kebiasaan olahraga yang tepat,tingkatkan daya saing industri, promosikan keharmonisan antara tenaga kerja dan majikan ,dan menambah interaksi antara tenaga kerja nasional dan tenaga kerja imigran dan bertukaran kesempatan untuk menciptakan lebih banyak kesempatan untuk bekerjasama antara kabupaten tengah.

四、Waktu pertandingan:tanggal 29 bulan Oktober tahun 2017

五、Tempat pertandingan:sekolah menengah pertama(SMP negeri) An He(No:1 gang Tian Zhu wilayah Xi Tun Kotamadya Tai Zhung )

六、Jenis pertandingan:basket 3 lawan 3,sepak bola 11 orang

1.Peraturan pertandingan sepak bola

• Tim pertandingan:sepak bola 8 tim.(dibatasi pendaftaran hanya satu kali untuk sepak bola atau bola basket tidak boleh daftar berulang kali)
• Saat pertandingan anggota tim yang naik tidak boleh melebihi 11 orang,salah satunya sebagai penjaga gawang,jika salah satu tim kurang dari 7 orang,maka pertandingan tidak boleh dimulai.  。
• Memulai pertandingan,setiap tim pergantian pemain hanya bisa dilakukan 3 orang.
• Sebelum pergantian pemain harus terlebih dahulu memberitahu kepada wasit,penganti pemain harus menunggu anggota tim turun dari lapangan dan mendapat isyarat persetujuan dari wasit,baru boleh naik lapangan bola,saat pengantian pemain waktu diberhentikan, penganti masuk lapangan lewat garis  tengah dan anggota yang di ganti tidak diperbolehkan lagi mengikuti pertandingan ini.
• Permainan dibagi menjadi dua babak waktu 15 menit,satu  babak dengan waktu istirahat tidak lebih dari  5 menit.。
• Sebelum pertandingan dimulai,dengan melempar uang logam atau menebak kepalan tangan,yang menang menentukan babak pertama memilih gawang,babak kedua harus bergantian gawang,babak pertama sebagai pembuka yang memilih bola awal sebagai pembuka permainan.
• Bila keseluruhan bola telah melampaui tujuan gol dan dibawah garis gawang,dan tujuan tim sebelum gol tersebut tidak melakukan prilaku pelanggaran maka bola masuk nilai dihitung,pada saat pertandingan,jumlah gol  terbesar sebagai pemenang, jika tim kedua belah pihak belum mencetak gol atau jumlah masuk gol sama,maka dengan bermain 12 yard bola untuk memastikan tim mana sebagai pemenang.

B. Peraturan bola basket

• Tim pertandingan:bola basket total 32 tim.(dibatasi pendaftaran hanya satu kali untuk sepak bola atau bola basket tidak boleh daftar berulang kali).
• Setiap tim daftar 4 orang,salah satu sebagai kapten,jika mengalami cedera maka salah satu sebagai penganti,tidak cukup 3 orang maka pertandingan dihentikan,maka tim lawan menang.
• Setiap babak pertandingan masing masing waktu 10 menit,bola dalam keadaan mati waktu tidak berhenti(kecuali waktu terakhir 1 menit ).
• Saat dalam pertandingan yang terlebih dahulu mendapat nilai15 poin sebagai pemenang.dalam masa pertandingan dua tim tidak mencapai nilai 15 poin,maka pemenang adalah nilai yang paling tinggi.
• Pertandingan berakhir,jika kedua tim skor yang sama,maka dua tim semua anggota diberi satu bola,pihak yang berhasil memasukan bola ke ring terbanyak akan dinyatakan sebagai pemenang. 
• Pemutusan pemasukan nilai :nilai satu diberikan kepada bola tebakan hukuman,nilai dua diberikan kepada bola bukan hukuman masuk ring,nilai tiga diberikan kepada bola dari daerah tiga poin.
• Setiap babak pertandingan setiap tim boleh penghentian sementara satu kali,waktu penghentian sementara satu menit,waktu penghentian sementara jam berjalan terus tidak berhenti(kecuali waktu terakhir 1 menit).
• Pelanggaran seorang pemain yang memasukan bola atau pelanggaran semua anggota tim mencapai 4 kali(termasuk)waktu diatas.maka diberi 2 kali kepada pihak lawan untuk memasukan bola (memasukan 3 bola dari daerah tiga poin) 

• Pelemparan bola harus dari pihak lawan,pemain pelemparan bola dua kaki harus berdiri di luar daerah garis 3 poin,bola harus di oper,tidak boleh sendiri memasukan bola ke ring dan melempar sendiri.

• Tim defensif untuk mendapatkan kembali rebound, bola harus kembali kebusur diluar serangan ulang,lemparan bebas saat bola terakhir di tim serangan menang,bisa terus menyerang,tim defensif harus kembali kegaris tiga poin untuk kembali menyerang.

九、Hadiah

Sepak bola juara 1 sampai 4,bola basket juara 1 sampai 4 dan hadiah terbaik,sepak bola MVP,bola basket MVP=juara di beri piagam dan uang tunai

十、Peraturan dan denda

1.Jika terjadi dalam waktu pertandingan anggota tim saling memukul atau memaki wasit dan lainnya,maka anggota pemain dibatalkan.

2.Jika setelah pertandingan data pribadi anggota tim mencurigakan maka akan diperiksa kebenarannya,hadiah dan piagam juara akan diminta kembali.

1. Jika pertandingan sehari sebelumnya hujan lebat,juga dari iklan cuaca mengumumkan keadaaan hari minggu akan hujan,maka akan dipastikan oleh Pemerintah kotamadya Tai Chung depertemen tenaga kerja apakah waktu pertandingan diundur atau tidak,jika waktu pertandingan di undur maka lewat telpon akan diberitahu kepada tim kapten,jika waktu pertandingan tidak di undur maka pertandingan akan berjalan  sesuai dengan waktu yang di tentukan.   
2. Hari pertandingan karena hujan lebat mengakibatkan lapangan licin dan tidak dapat menjamin keamanan anggota pemain,maka pertandingan dibatalkan.Jika keadaan hujan rintik atau hujan berhenti maka keadaan lapangan dipastikan oleh wasit apakah pertandingan diteruskan,jika boleh maka menurut aturan pertandingan diteruskan, karena kodisi hujan pertandingan diundur maka akan diberi penambahan pertandingan atau melempar uang logam, tim yang memilih sisi uang logam yang muncul sebagai pemenang,jika wasit memutuskan pertandingan tidak bisa diteruskan maka pertandingan dibatalkan.
3. ika bola basket memasuki tahap ke 8,sepak bola dalam tahap ke4 karena hujan lebat pertandingan tidak bisa diteruskan maka pertandingan tidak bisa ditambahkan juga tidak sesuai pakai lempar uang logam sebagai pemutusan pemenang,maka diganti setiap tim dengan nomor juara sama,hadiah uang tunai akan dibagi setarah kepada setiap tim.

十二、Pengajuan

1.Kontroversi jika aturan tersebut secara tegas diberikan dan memiliki arti yang sama dengan penafsir,putusan terakhir diputuskan wasit,tidak boleh melakukan protes.

2.Untuk indifikasi kualifikasi pemain,silahkan tim untuk memeriksa diinternet daftar nama semua pemain,jika tersangka dalam dokumen pemeriksaan situs permainan,harus diajukan sebelum dimulainya pertandingan, protes terhadap pemain yang ada dilapangan ,sebelum pertandingan berakhir harus diajukan,jika tidak maka tidak akan diterima.

3.Jika  pemeriksaan langsung ditempat anggota pemain tidak sesuai dengan data calon pemain,maka tim pertandingan dibatalkan.

十三、Majelis umum berhak mengubah peraturan anggaran dasar,prosedur jika ada masalah, dapat diubah setelah publikasi disetujui.

十四、Perhatian

1. Demi menjaga kenyaman lingkungan penontonan pertandingan bola,dilarang memakai sepatu hak tinggi atau sepatu paku yang bisa merusak lapangan bola.
2. Yang mengikuti pertandingan harus menyiapi paspor dan ARC copy,untuk mengecek identitas anda.
3. Yang mengikuti pertandingan Pendaftaran langsung setempat,maka akan menurut kelompok keluar bertanding,saat bertanding unit penyelenggara akan memanggil 3 kali,jika yang di panggil tidak keluar untuk berlomba maka dianggap melepas pertandingan ini.
4. Hak saat pertandingan akan direkam,rekam suara,penayangan umum,yang mengikuti pertandingan tidak boleh mengajukan pendapat.
5. Setelah mendaftar ,harus mematuhi peraturan pertandingan,dan menerima keputusan yang diputuskan oleh wasit,tidak boleh dengan alasan apapun untuk protes.
6. Unit penyelenggara akan memberitahu ,apabila karena cuaca atau keadaan yang tidak bisa di hindari, jika kegiatan tidak dapat berjalan sesuai dengan waktu yang ditentukan.
7. Anggota pemain harus memakai kaus olahraga,celana panjang/pendek dan sepatu,demi keselamatan tidak boleh tidak memakai sepatu.
8. Disarankan harus memakai kaus kaki panjang melindungi tibiah,pelindungan tibiah harus terbuat dari bahan yang cocok,yang bisa menjadikan perlindungan.
9. Anggota pemain tidak boleh memakai atau membawa barang yang membahayakan diri sendiri atau orang lain(termasuk semua barang perhiasan).
10. Dilarang sembarangan menyemprot tanda apa saja,dilarang dengan keras membawa masuk barang yang tidak diperlukan atau bukan peralatan olahraga.
11. Petasan,permen karet,rokok,arak dan pinang untuk mencegah kerusakan dan polusi di lapangan maka dilarang bawa masuk kedalam.Kewajiban pemakai untuk menjaga kelestarian dan kebersihan lapangan,jika ada kerusakan bangunan,lapisan lapangan,peralatan lain atau yang membahayakan orang lain,maka harus bertanggung jawab dan ganti rugi.

一、จุดประสงค์การจัดกิจกรรมคือ : เพื่อสนับสนุนให้แรงงานต่างชาติ ได้ใช้เวลา ว่างให้เกิดประโยชน์ด้วยการออกกำลังเล่นกีฬา, เพิ่มขีดความสามารถใน การแข่งขันของอุตสาหกรรม, เพิ่มความสมัครสมานสามัคคีในหมู่ของแรงงานข้ามชาติ, สร้างโอกาสการมีปฏิสัมพันธ์ระหว่างแรงงานต่างชาติกับคนอื่นๆ และสร้างโอกาสการร่วมมือกันของภาคกลาง

A. กติกาการแข่งขันฟุตบอล

●      จำนวนทีมที่ลงแข่งขัน : ทีมฟุตบอลทั้งหมด 8 ทีม (จำกัดการลงทะเบียนเข้าแข่งเป็นทีมฟุตบอลหรือบาสเก็ตบอล อย่างใดอย่างหนึ่ง, ห้ามลงทะเบียนซ้ำ)

●      แต่ละทีมมีผู้เล่นไม่เกิน 11 คน , 1 ในนั้นคือผู้รักษาประตู, ทีมใดที่มีผู้เล่น น้อยกว่า 7 คน , จะไม่ สามารถเข้าแข่งขันได้

●     การแข่งขันอย่างเป็นทางการ : แต่ละทีมสามารถเปลี่ยนตัวผู้เล่นได้ 3 คน

●      ก่อนที่จะทำการเปลี่ยนตัวต้องแจ้งให้ผู้ตัดสินรับทราบก่อน ผู้เล่นสำรองจะ สามารถเข้าสู่สนามได้นั้น จะต้องรอจนกว่าผู้เล่นจริงออกจากสนามก่อน และได้รับสัญญาณอนุญาตของผู้ตัดสินจึงจะสามารถเข้าสนามได้ ผู้เล่นสำรองจะเข้าสนามแข่งขันได้ที่บริเวณเส้นแบ่งแดนเท่านั้นและอยู่ในระหว่างการเล่นได้หยุดลง

●     ระยะเวลาการแข่งขันแบ่งออกเป็น 2 ครึ่งเวลา ๆ ละ 15 นาที เวลาในการพักครึ่งเวลาไม่เกิน 5 นาที

●      การเริ่มต้นการแข่งขัน ฝ่ายชนะการเสี่ยงเหรียญ (โยนหัว-ก้อย) เป็นผู้มีสิทธิ์ในการเลือกแดน  เมื่อหมด ครึ่งเวลา ให้เปลี่ยนแดนและให้ผู้เล่น ฝ่ายตรงข้ามเป็นผู้เตะเริ่มเล่น

●      ถ้าลูกฟุตบอลลอยข้ามเส้นประตูและเสาประตูทั้งสองฝั่งแบบเต็มใบ โดยการเล่นลูกที่ผู้เล่นนั้น เล่นถูกกติกา ให้ถือว่าได้คะแนน ; ใน ระหว่างเกม ลูกบอลเข้าประตูทีมไหน มากที่สุด ทีมนั้นจะเป็นผู้ชนะ , แต่ถ้าทั้งสองทีมไม่มีคะแนนหรือมีคะแนนเสมอกัน จะต้องเตะบอลที่ ระยะ 12 หลาเพื่อหาผู้ชนะ

B.      กติกาการแข่งบาสเกตบอล

●      จำนวนทีมที่ลงแข่งขัน：ทีมบาสเกตบอลมีทั้งหมด 32 ทีม (จำกัดการลงทะเบียนเข้าแข่งเป็นทีมฟุตบอล หรือ บาสเกตบอล อย่างใดอย่างหนึ่ง, ห้ามลงทะเบียนซ้ำ)

●      แต่ละทีมสามารถลงชื่อผู้เล่นได้ 4 คน 1 ในนั้นคือกัปตันทีม。หากมีผู้เล่นคนใดออกจากการแข่งขันเพราะบาดเจ็บ และมีผู้เล่นไม่ถึง 3 คน เกมจะหยุดทันที, โดยอีกทีมจะกลายเป็นผู้ชนะ

●      แต่ละรอบใช้เวลาในการแข่งขันคือ 10 นาที, การฟาล์วใดๆ เวลาจะไม่หยุด (ยกเว้น 1 นาทีสุดท้าย)

●      ทีมไหนได้ 15 คะแนนก่อนถือเป็นผู้ชนะ ถ้าหมดเวลาแล้วทั้งสองทีมยังไม่ได้ 15 คะแนน ทีมที่มีคะแนนนำเป็นผู้ชนะ

●      เมื่อเวลาในการแข่งขันสิ้นสุดลง ทั้งสองทีมมีคะแนนเท่ากัน ให้ชู้ตลูกแบบสลับกันชู้ต หากยังเสมอกันอีก ให้ทั้งสอง ทีมผลัดกันชู้ต ฝ่ายไหนได้คะแนน จะเป็นฝ่ายชนะ

●      การนับคะแนน : การชู้ตโทษ นับ 1 คะแนน, การชู้ตทำคะแนนในเขตเส้นโค้ง 2 คะแนน, การชู้ตทำคะแนนนอกเขต เส้นโค้ง 3 คะแนน

●      แต่ละเกมแต่ละทีมสามารถหยุดพักได้ 1 ครั้ง แต่ละครั้งหยุดได้ไม่เกิน 1 นาที แต่เวลาในการแข่งจะไม่หยุด (ยกเว้น 1 นาทีสุดท้ายของการแข่งขัน)

●      ผู้เล่นทำฟาล์วหรือทั้งทีมทำฟาล์วครบ 4 ครั้ง (รวม) หรือมากกว่า. จะถูกชู้ตโทษ 2 ครั้ง (ลูก 3 คะแนนชู้ตโทษ 3 ลูก)

●      เริ่มเกมทุกครั้งทีมที่เป็นฝ่ายรุกตอนเริ่มเกมต้องเช็คบอลไปยังทีมฝ่ายรับ เท้าทั้งสองต้องอยู่นอกเส้นโค้ง 3 คะแนน, ต้องส่งบอลออกไป ห้ามชู้ตลูกเองหรือห้ามรุกเข้าไปในเส้นโค้งเพื่อชู้ตลูก

●      เมื่อทีมฝ่ายรับสามารถรีบาวด์ลูกในเขตเส้นโค้งได้ ต้องส่งบอลกลับไปเริ่มเล่นนอกเส้นโค้ง ; การชู้ตโทษลูกสุดท้าย ถ้าชู้ตได้คะแนน ฝ่ายรุกสามารถเล่นต่อได้โดยไม่ต้องกลับไปเล่นลูกด้านบนสนาม ฝ่ายรับต้องกลับไปเล่นลูก นอก เขตเส้นโค้ง

ฟุตบอลทีมชนะเลิศอันดับที่ 1 - 4, บาสเกตบอลทีมชนะเลิศอันดับที่ 1 - 4 และรางวัลทีมยอดเยี่ยม, รางวัลนักเตะยอดเยี่ยม MVP, รางวัลนักบาสเกตบอลยอดเยี่ยม MVP ผู้ชนะจะได้รับเป็นถ้วยรางวัลและเงินสด

十、บทลงโทษ

1.ในระหว่างการแข่งขันถ้าผู้เล่นทะเลาะวิวาทหรือดูถูกผู้ตัดสิน ผู้เล่นจะถูกตัดสิทธิ์ในการแข่งขันทันที

2.หลังการแข่งขันหากสมาชิกในทีมโดนสอบสวนและพบหลักฐานการทำผิด ทั้งทีมจะถูกยกเลิก อันดับการแข่ง ขันและจะถูกริบรางวัลคืนทั้งหมด

十一、 แผนสำรองหากฝนตก

1       หากมีฝนตกหนักก่อนวันแข่งขัน และกรมอุตุฯ พยากรณ์อากาศว่าจะมีฝนตกหนักในวันอาทิตย์ (วันแข่งขัน) ทางสำนักแรงงานเมืองไทจงจะประกาศยืนยันในวันเสาร์ ช่วงบ่าย; ทุกทีมจะได้รับแจ้งทางโทรศัพท์, หากไม่ได้รับการยืนยันใดๆ การแข่งขันจะดำเนินไปตามปกติ

2       หากก่อนวันแข่งขันมีฝนตกหนัก ส่งผลให้สถานในวันแข่งขันมีน้ำท่วมขัง พื้นลื่น ไม่ปลอดภัยต่อนักกีฬาหากต้องทำการแข่งขัน, การแข่งขันจะถูกยกเลิก. หากฝนตกไม่หนักหรือฝนหยุดแล้ว ต้องให้ผู้ตัดสินตรวจสอบสนามเพื่อพิจารณาว่าสามารถดำเนินการแข่งขันต่อไปได้หรือไม่ หากพิจารณาว่าได้ ก็จะทำการแข่งขันตามกำหนดการเดิม , หากฝนตกหนักทำให้การแข่งขันล่าช้า อาจจะเลื่อนการแข่งขันออกไปหรือโยนเหรียญ เพื่อหาทีมผู้ชนะ; หากผู้ตัดสินพิจารณาว่าไม่สามารถทำการแข่งขันได้ กำหนดการทั้งหมดจะถูกยกเลิก

3       ถ้าการแข่งบาสเกตบอลมาถึงรอบ 8 ทีมสุดท้าย, ฟุตบอลมาถึงรอบ 4 ทีมสุดท้าย แต่เพราะมีฝนตกหนัก ทำให้แข่งขันต่อไปไม่ได้ จะไม่สามารถทำการโยนเหรียญเพื่อหาทีมผู้ชนะ, ทุกทีมจะกลายเป็นทีมชนะเลิศและจะต้องทำการแบ่งถ้วยรางวัลกับเงินรางวัล เป็นจำนวนเท่าๆ กัน

十二、การอุทธรณ์

1.หากเกิดข้อพิพาทขึ้น และข้อพิพาทนั้นได้เขียนไว้ในกฎและกติกาการแข่งขันอย่างชัดเจน หรือมีความหมาย เดียวกัน, คำสั่งของผู้ตัดสินถือเป็นที่สิ้นสุด ห้ามทำการประท้วง

2.สำหรับคุณสมบัติของผู้เล่น, โปรดตรวจสอบรายชื่อผู้เล่นที่เข้าร่วมรายการทางเวปไซต์ หากมีข้อสงสัยใด ๆ เกี่ยวกับเอกสารที่ปรากฎในเวปไซต์, การอุทธรณ์จะต้องกระทำก่อนการเริ่มการแข่งขัน; การยื่นประท้วงต่อ คุณสมบัตินักกีฬา จะต้องทำก่อนการจบสิ้นการแข่งขัน มิเช่นนั้นจะไม่รับการประท้วงใดๆ

3.หากตรวจพบว่าคุณสมบัติของนักกีฬาในสนาม ไม่ตรงกับที่ระบุไว้ในแบบฟอร์มลงทะเบียน ทั้งทีมจะถูกตัดสิทธ์ในการแข่งขันทันที

十三、ผู้จัดงานขอสงวนสิทธิ์ในการเปลี่ยนแปลงกฎและกติกา หากมีข้อผิดพลาดใด ๆ ผู้จัดงานสามารถเพิ่มเติมได้ภายหลัง และจะประกาศให้ทุกคนทราบภายหลัง

十四、ข้อควรระวัง

1      เพื่อรักษาความสงบตลอดการแข่งขัน ห้ามใส่รองเท้ากีฬาที่มีปุ่มเหล็กแหลม หรือรองเท้าส้นสูงใดๆ เข้ามา ในสนาม เพื่อป้องกันความเสียหายที่จะเกิดขึ้นต่อลู่วิ่งและสนามกีฬา

2      ๒.ผู้เข้าร่วมจะต้องเตรียมสำเนาใบอนุญาตถิ่นที่อยู่และหมายเลขหนังสือเดินทาง, เพื่อตรวจสอบข้อมูลประจำตัว

3     ทีมที่เข้าแข่งขันที่มาถึงในสนามแล้ว จะมีการจัดอันดับรายการทีมที่เข้าแข่งขัน หากผู้จัดงานประกาศเรียกชื่อเพื่อให้มารายงานตัวจำนวน 3 ครั้งแล้วไม่มารายงานตัว จะถูกคัดออกจากการแข่งขันทันที

4      ผู้จัดงานมีอำนาจในการบันทึกภาพเคลื่อนไหว , บันทึกเสียง และเผยแพร่ภาพดังกล่าวสู่สาธารณะได้ โดยไม่ต้องขออนุญาต และผู้เข้าร่วมการแข่งขันไม่สามารถคัดค้านการเผยแพร่ได้

5     หลังจากรายงานตัวเข้าร่วมการแข่งขันแล้ว ควรจะต้องปฏิบัติตามกฏและกติกาของการแข่งขัน อยู่ภายใต้ การตัดสินใจของคณะกรรมการ ผู้ตัดสิน ห้ามทำการประท้วงคัดค้านใดๆ

6      ในกรณีที่สภาพอากาศหรือเกิดเหตุสุดวิสัย ทำให้ไม่สามารถทำการแข่งขันได้ ผู้จัดงานจะทำการแจ้งเป็น รายบุคคล

7      ผู้เข้าแข่งขันจะต้องมีกระเป๋าสำหรับใส่เสื้อกีฬาโปโล , กางเกงขายาว/สั้น และรองเท้ากีฬา, และเพื่อความปลอดภัย ห้ามลงแข่งเท้าเปล่า

8      ขอแนะนำให้สวมถุงเท้ายาวให้คลุมมาถึงสนับ สนับจะต้องทำมาจากวัสดุที่ได้มาตรฐาน คุณภาพดี ทนทาน สามารถป้องกันอันตรายที่จะเกิดจากการกระแทกได้ในระดับที่เหมาะสม

9      ผู้เล่นจะต้องไม่สวมใส่อะไรที่จะเป็นอันตรายต่อตัวเองและผู้เล่นอื่น ๆ (รวมถึงเครื่องประดับ)

10  ห้ามระบายสี ฉีด พ่น หรือทำเครื่องหมายสัญลักษณ์ใดๆ ในเขตสนามกีฬา, ห้ามเคลื่อนย้ายสิ่งของ อุปกรณ์กีฬาใดๆ ก่อนได้รับอนุญาต, เพื่อป้องกันความเสียหายที่จะเกิดขึ้นต่อลู่วิ่ง และพื้นผิวของสนามกีฬา

11  ห้ามพกพา นำเข้าพลุ ดอกไม้ไฟ ประทัด, หมากฝรั่ง, สุรา แอลกอฮอล์ ยาสูบและหมากพลู เข้ามาในเขตสนามกีฬา เพื่อป้องกันมลภาวะที่จะเกิดขึ้น ผู้ใดที่เข้ามาใช้หรือเข้ามาในเขตสนามกีฬาจะต้องรับผิดชอบต่อความสะอาด, ความเสียหายที่จะเกิดขึ้นต่อสิ่งปลูกสร้าง, พื้นผิวสนาม, สิ่งอำนวยความสะดวกและอุปกรณ์ หรือเป็นอันตรายต่อคนอื่น หากเกิดเหตุการณ์เหล่านี้ผู้นั้นจะต้องรับผิดชอบชดใช้ต่อความเสียหายที่เกิดขึ้น

八、餐券

1.Participants will be given a voucher when check-in on site. The voucher can be redeemed for a free meal and it will not be reissued if lost or stolen.

2.Drinking water will be provided when check-in and bring the empty bottle to exchange for another one at the supply station.

九、參賽規則

Ａ、足球比賽規則

1.    Teams: There are 8 teams in the soccer group. (A team can only register to compete in either soccer or basketball, not both).

2.    There can be no more than 11 players in a team on the field during the game, one of the players should be the goalkeeper and any team with less than 7 players cannot start the game.

3.    Each team can replace 3 players in each game.

4.    Replacement players should first notify the referee, wait for the replaced player to exit the field, and obtain the referee’s permission before entering the field. The replacement player should enter the field from the middle line. The replaced player cannot return to the game again after being replaced and left the field.

5.    The length of a game consists of 2 equal intervals of 15 minutes and half time break cannot be more than 5 minutes.

6.    In the beginning of the game, whichever team wins the coin tossing or Rock–paper–scissors will decide which goal to attack. Teams will switch sides in the second half of the game, the opposing team of the team which starts the game on the first half will attack first.

7.    When the whole soccer ball passes through the goal line between two goal poles and under the crossbar and the attacking team has not committed a foul before making the goal, it will be count as a goal. Whichever team scores more goals within the length of the game wins the game. If none of the team scores or both teams have the same score, the game will be counted as a draw and a 12 yards penalty kick will determine the winner.

Ｂ、籃球比賽規則

1. Teams: There are 32 teams in the basketball group. (A team can only register to compete in either soccer or basketball, not both).

2. Each team is limited to 4 persons and one of them must be the captain. If one gets hurt, the candidate will replace him/her. If less than 3 persons, the contest will be over and the other team wins the contest.

3. 10 mins for each contest and will not stop the time for any dead ball, except for the last minute.

4. The team who score 15 points in time wins the contest. If both teams fail to score 15 points in time, the team who gets higher score wins the contest.

5. If both teams get the same score while time’s up, each player will have a chance to have 1 free throw to determine the winner. If both teams still get the same score, players of both teams take turn to have free throw and the one who gets the first free throw wins the contest.

6. Score definition: 1 point for making the free throw, 2 points for 2 points area, and 3 points for 3 points area.

7. Every team can ask for a 1 minute time-out in each game. The game clock will not be stopped during the time-out (except for the last minute of the game).

8. The opposing team will make 2 free throws (3 free throws for 3-point shots) if the other team commits the foul against the player who is making a shot or the team commits 4 or more fouls.

9. The defending team must pass the ball to the attacking team in order to start the game. The passer must stand with both feet outside the 3-point line, pass the ball out, and cannot shot or drive in the ball.

10. When the basketball was stolen or obtained as a defense rebound, the basketball must be returned to outside of the 3-point line before the attack can begin. The attacking team can continue to attack the basket after obtaining the offense rebound, however, the defending team must return to outside the three-point line after obtaining the defensive rebound.

十一、注意事項

1.    In order to maintain a comfortable environment of the game, it is strictly forbidden to wear spikes and high heels to prevent damage to the track and field.

2.    Contestants are required to have a photocopy of the ARC and passport or health card to verify his/her identity.

3.   Contestants who register on the spot are required to start the game in the order of group registration. Failure to start the game after 3 roll calls from the host will be considered a forfeit.

4.   The host has the authority to record and publicly broadcast the full game notwithstanding objection from contestants.

5.    Contestants who registered for the game shall follow the rules of the game and must not object to the judgment of the referees.

6.    The host will notify the contestants if the event cannot be hold in time in case of inclement weather or other unforeseeable circumstances. 

7.    The required clothing of players includes sweatshirt, pants, shorts, and sneakers. For safety reason, please do not attend the game without shoes.

8.    Shin guards that are made of suitable materials and completely covered inside the socks are recommended and offer certain degree of protection.

9.    Players are not allowed to wear any objects (including any jewelry and accessories) that are harmful to themselves and other players.

10. It is strictly forbidden to paint any signs/marks on the field or bring in any non-sporting essential equipment/materials to prevent damage to the surface of the track and field by foreign objects.

11. It is strictly forbidden to bring any firecrackers, gums, cigarettes, alcohol or betel nuts into the field in order to prevent pollution and damage to the field.

12. Attendees are obligated to maintain the cleanness of the field and should be held responsible for any damage to the building, surface of the field, equipment or any harm to other people.

十二、 Complaints

1 With regards to disputes during the competition, the decision of the referees, in accordance with the expressly defined rules, is final and no protest shall be allowed.

2 With regards to the contestants’ qualification check, each team should view team players listed online and if there is any question, the staffs will verify the documents with players on the spot prior to the start of the game. In addition, if any protest against the athletes’ qualification, it should be reported before the competition is over, otherwise it is not accepted.

3 If any player found to be not qualified on the field, the team will not be included in the ranking of the game.

十三、雨天備案

1     If there’s a heavy rain one day before the activity and the weather forecast also shows that it’s rainy day on Sunday from Central Weather Bureau, please double check with Labour Affairs Bureau Taichung City Government if the activity will be postponed. We will notify all teams immediately if the activity is sure to be postponed. If otherwise, the competition will be conducted as scheduled.

2     If the heavy rain on the day causes the court slippery so that the players cannot stay safe on the basketball court, the competition will be cancelled. If there is less rain or no rain again, the referee will inspect the court and decide whether the competition should continue or not. The competition which was suspended earlier due to the rain will be conducted continually or by tossing a coin to make decision. If the referee announces that the basketball court is not suitable to continue the competition, the following competition will be cancelled.

3     If the basketball quarter-final or soccer semi-final games have to be halted due to severe rain, and it is not possible to reschedule a makeup game, a coin toss is not applicable to decide the winner. The teams will be “joint winners” and the total sum of competition prizes will be distributed to each team.
